Preheat the oven to 375°F (190°C).
In a skillet, cook the ground beef, onion and garlic over medium heat until the beef is browned. Drain excess fat.
Stir in black beans, corn, chili powder, cumin, salt and pepper. Cook for 5 minutes.
In a baking dish, place 4 tortillas. Spread with 1/3 of the beef mixture, 1/3 of the salsa and 1/3 of the cheese. Repeat layers twice.
Cover with foil and bake for 25 minutes. Uncover and bake for an additional 10 minutes or until cheese is bubbling.
Garnish with fresh cilantro and serve with sour cream.
